NYC Site Safety Coordinator
NEW NYC DEPARTMENT OF BUILDING REGULATIONS FOR SITE SAFETY COORDINATORS

Begining July 1, 2008 a certified Site Safety Manager or Certified Site Safety Coordinator must be onsite at all contruction or demolition of major buildings that are 10 to 14 stories.

A Certified Site Safety Manager must be on-site at buildings above 14 stories where construction or demolition is being conducted. Site Safety Coordinators may not supervise buildings this height.

The Site Safety Coordinator certification is valid for one year, and a $100.00 initial fee must be paid prior to the background investigation.

The NYC DOB Licensing unit will accept applications for Site Safety Coordinators by appointment only, Monday through Friday, 1:30pm to 3:30pm. Please call (212) 566-4100 to schedule an appointment.
NEW LEAD PAINT RULE: RENOVATION, REPAIR & PAINTING RULE FOR ALL CONTRACTORS - LEAD RRP TRAINING
NEW LAW APPLIES TO ALL HOME IMPROVEMENT AND MAINTENANCE COMPANIES. Beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified.

NEW LAW APPLIES TO ALL HOME IMPROVEMENT AND MAINTENANCE COMPANIES.

Common renovation activities like sanding, cutting, and demolition can create hazardous lead dust and chips by disturbing lead-based paint, which can be harmful to adults and children.

To protect against this risk, on March 31, 2008, EPA issued a rule requiring the use of lead-safe practices (79 pp, 847K) and other actions aimed at preventing lead poisoning. Under the rule, beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.

As required by the rule, renovators and dust sampling technicians must become certified by taking an accredited training course.

Until that time, EPA recommends that anyone performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools follow lead-safe work practices.

All contractors should follow these three simple procedures:
Contain the work area.
Minimize dust.
Clean up thoroughly.

NYC Concrete Safety Manager
NYC Department of Buildings New Requirements for Concrete Safety Manager

Concrete Safety Manager: Effective January 1, 2009



The Department of Buildings will require a Concrete Safety Manager to be present on all construction sites where a minimum of 2,000 cubic yards of concrete will be poured beginning January 1, 2009. By July 1, 2009, these individuals must be fully registered with the DOB and have their name on the permit application.



A 30-Hour Department of Buildings approved training course covering site safety and concrete operations will be one of the requirements for obtaining permit.

NEW REGULATION FOR SITE SAFETY MANAGERS & COORDINATORS - NYC DEPARTMENT OF BUILDINGS

The New York City Department of Buildings has begun certifying Site Safety Coordinators, Site Safety Managers and Construction Superintendents as part of an ongoing effort to ensure construction sites are managed safely by professionals.

Highlights of NYC DOB Site Safety Certification:

Begining July 1, 2008 a certified Site Safety Manager or Certified Site Safety Coordinator must be onsite at all contruction or demolition of major buildings that are 10 to 14 stories.

As of July 1, 2008 all initial and renewal applications for new building and demolition permits for buildings up to and including 9 stories are required to have a registered construction superintendents named on the PW-2. Starting on 7/5/08, this requirement will apply to all permits of including 1, 2, and 3 family homes and garages.
NYC CONSTRUCTION SUPERINTENDENT - SITE SAFETY

Starting on 7/5/08, this requirement will apply to all permits of including 1, 2, and 3 family homes and garages.

Construction superintendents must register with the NYC Department of Buildings. To register as a construction superintendent, an individual must meet certain qualifications and training requirements. Please see file attachment for detailed information. The rule outlines requirements that individuals must meet in order to register, including experience and education qualifications. Education Requirements include: 40 Hour Site Safety Manager, Site Safety Manager Refresher and 10 Hour OSHA Course
10 HOUR OSHA CONSTRUCTION SAFETY COURSE
10 HOUR OSHA - NEW REGULATION GOES INTO EFFECT JULY 18, 2008

New York Construction Contractors Need 10-Hour OSHA Course for Public Works Projects.





This provision is an addition to the existing prevailing wage rate law, Labor Law §220, section 220-h. It requires that on all public work projects of at least $250,000.00, all laborers, workers and mechanics working on the site, be certified as having successfully completed the OSHA 10-hour construction safety and health course. It further requires that the advertised bids and contracts for every public work contract of at least $250,000.00, contain a provision of this requirement.





The course includes topics such as excavations, electrical safety, ladders, fall protection, chemical hazard communication and other safety and health topics.
